that, you know, that was the argument that mitt romney made, and he lost. and keep in mind, it's not just that president obama won, but the exit polls showed that half of the folks who voted for governor romney agreed with obama, that taxes on the high-income folks had to go up. so the challenge on the republican side, and it is tough, is folks like kevin mccarthy did get elected. and in his district, his no-tax pledge worked for him. these guys are in a very tough spot because they know at the end of the day they're going to have to raise these taxes. but doing so will cause an immense amount of political pain. that's why in my view, it's probably likely that we won't get a deal before january 1st. but on january 3rd, the senate sends a bill over. where now we're voting on a bill to lower taxes. the norquist pledge becomes irrelevant. in fact, they comply with the norquist pledge by voting for a bill that would provide tax relief for 98% of americans. so i just think this is a very difficult political situation on the republican side. you know, the speaker clearly knows that r

% of what he wanted. when romney was running for office, there was not a peep until the end of the campaign. he was basically saying we could have a balanced budget amendment. we could cap spending and cut it. so their own colleagues have not told them these last many years that in order to reduce the deficit, you need more revenues, whether that comes from higher rates or higher taxes or getting rid of deductions. so when one of their own says it, it's a shock to the system. >> jennifer: yes, for sure. kerry, do you think that the tea party is going to be able to kill the plan before it gets started? >> you know, it's really the struggle that is going on right now. the speaker put out this plan yesterday that clearly you know is a reversal from where he was at least publicly over the last year and a half, the endorsed revenues privately. you know, he's struggling with keeping his republican conference in line he's saying we need to do the 98% the tax locked in those rates for 98% of the americans, but he has a real issue with them and we're seeing it with the conservative pundits right now

at harvard kennedy school where right this very minute senior campaign managers from the romney and obama campaign and every other campaign are being debriefed by top political reporters and it is interesting because obama clearly sees that he has a mandate out of the election on fiscal cliff issues. even though it wasn't a huge issue in the debate the white house is behaving like it has that mandate. what you have been seeing is republicans showing signs of flexibility and i am not just talking john boehner saying revenue is on the table. we have republican senators saying they will stand up to the grover norquist tax pledge. they're willing to break it which is pretty big news. we also have the influential member of congress, republican tom cole saying we have got to agree to extend the tax cut just for those people making $250,000 and below and letting the more wealthy be taxed. definitely flexibility but what you see from democrats is an unwillingness to do serious entitlement reform that would lead to reductions in spending. they want to kick the can down the road and do more of the
